You need to pay for everyone in your Account Team that is a Team Member, plus yourself. You can choose between monthly and annual subscriptions, and easily change from one to the other.
Team Members are people who are actively working on your boards: adding tasks or content, or changing anything on your boards. If you just need to let folks watch your work, add them as Visitors to your board: they get a real-time view of what you are doing, and you don’t need to pay for Visitors. This is an easy way to keep stakeholders in the loop, and it will cost you nothing.
